跟著我國(guó)經(jīng)濟(jì)社會(huì)快速發(fā)展、人口持續(xù)增長(zhǎng)和城鎮(zhèn)化率逐步進(jìn)步，城市集中供水需求逐年增大，目前的服務(wù)規(guī)模大約籠蓋5億人口。然而，飲用水源所在區(qū)域的產(chǎn)業(yè)、糊口和面源污染給水源環(huán)境質(zhì)量帶來(lái)了很大的威脅。

      《規(guī)劃》對(duì)全國(guó)655個(gè)設(shè)市城市及縣級(jí)政府所在地城鎮(zhèn)4002個(gè)集中式飲用水水源地水質(zhì)和環(huán)境治理狀況進(jìn)行了全面評(píng)估，發(fā)現(xiàn)飲用水水源保護(hù)工作中存在的水質(zhì)達(dá)標(biāo)率較低、保護(hù)區(qū)劃分與治理不規(guī)范、監(jiān)測(cè)及應(yīng)急能力薄弱等題目。城鎮(zhèn)集中式飲用水水源地的水質(zhì)調(diào)查顯示，有近1/5的水源存在污染物超標(biāo)現(xiàn)象。而目前，飲用水水源地的環(huán)境治理還主要污染物，有毒有機(jī)污染物的監(jiān)測(cè)與治理在大多數(shù)地方尚未納入工作范圍。

      《規(guī)劃》提出了“以防為主、防治結(jié)合、統(tǒng)籌規(guī)劃、綜合管理、凸起重點(diǎn)、分步實(shí)施、立異機(jī)制、加強(qiáng)監(jiān)管、明確職責(zé)、強(qiáng)化考核”的水源環(huán)境保護(hù)原則，明確了全面改善集中式氣浮飲用水水源環(huán)境質(zhì)量狀況、晉升水源應(yīng)急監(jiān)測(cè)及應(yīng)急供水能力，知足2020年小康社會(huì)對(duì)水源水質(zhì)安全的需求等總體目標(biāo)，并進(jìn)一步將規(guī)劃目標(biāo)分解為水質(zhì)、保護(hù)區(qū)劃分與治理、保護(hù)區(qū)氣浮設(shè)備整治、水源地監(jiān)管能力共4類(lèi)5項(xiàng)指標(biāo)。

"Planning" for the country's 655 city and county town government is located 4002 centralized drinking water quality and environmental governance has carried on the comprehensive evaluation, found existing in the drinking water sources protection work division and water quality success rate is low, the reserve management is not standard, monitoring and emergency ability weak and so on questions. Urban centralized drinking water source, water quality survey, nearly 1/5 of the water pollutants exceeds bid phenomenon. And at present, the water source of drinking water environmental governance is still limited to the main pollutants, toxic organic pollutants monitoring and management in most places have not been included in the scope of work.

"Planning" proposed "to prevent, control and overall planning, comprehensive management, bump key, step-by-step implementation, set different mechanism, strengthen supervision, clear responsibilities, strengthen examination" of the water environmental protection principle, has been clear about the overall environment quality conditions improve centralized drinking water sources, water source emergency monitoring and emergency water supply ability promotion, content of 2020 well-off society demand for water source water quality safety, etc. The overall goals, and further planning target divided into water, reserve and the supervisory ability of the water source of governance, level of reserve management, a total of four class five indicators.
